On December 3, 2024, the United States District Court for the Eastern District of Texas in Texas Top Cop Shop, Inc., Et. Al. v. Merrick Garland, Attorney General of the United States, Et. Al., Civil Action No. 4:24-CV-478 (the Case) entered an Order preliminarily enjoining nationwide the Financial Crimes Enforcement Network (FinCEN) from enforcing the CTA, including its Reporting Rules.

Rooted in 48 years of legal and business experience, Bob Kaplan launched Kaplan Advisors in January 2021 to provide proprietary and non-profit enterprises, as well as public/private partnerships strategic and tactical legal, advisory and mediation services.
Bob began his legal career at Hirschler, Fleischer, Weinberg, Cox & Allen in Richmond, VA, before founding Carter Kaplan & Co., a Richmond-based investment and merchant bank, which was sold in 1996 to Ferris, Baker Watts. Kaplan also co-founded Columbia Naples Capital, a leveraged buy-out sponsor firm, and North American Propane, Inc., a Mid-Atlantic and New England energy distributor for which he acted as general counsel and was active in management until the company was sold in 2012 in a strategic sale to an industry competitor. Returning to private practice in 2001 he became a partner at LeClairRyan in Richmond specializing in mergers & acquisitions and debt financing transactions. In 2006 he became a partner in Kaplan Voekler Cunningham & Frank, serving most recently as Senior Counsel for that firm. In 2017 Bob was the co-founder of HC Government Realty Trust, Inc. a specialty REIT that invests in single tenanted facilities, leased to the United States of America. Bob and his law partner son, also a co-founder of the REIT, recently arranged for its recapitalization as a prelude to more significant growth.
Always active in the community, Bob is Vice President of the John Marshall Center for Constitutional History & Civics, where he leads the Partnerships & Programs Committee. Kaplan is a former member of the Boards of Directors of the William & Mary Law School Association, Commonwealth Catholic Charities, the Finance Council of St. Joseph Parish and the Advisory Council of the Priestly Fraternity of St. Peter. Bob holds an A.B. in History from the College of William & Mary and a J.D. from the Marshall-Wythe School of Law of The College of William & Mary, where he served as Articles Editor of the William & May Law Review.
